The forum rules.

"- You're not allowed to create topics specifying someone's in-game name or forum name. For example: 'To Lordz'. That's not allowed, you can either PM that user or contact via IRC."

In my opinion, if you are going to keep rule breaking on the forum you might be muted.  :-X

If I found anyone breaking forum rule then I'll do same with that rule breaker. So Rule breakers take this.
