he is banned when joining in the game before the spawn and he make that new acc because he want to have another acc instead of the another acc that got banned and i tried to tell my bro to not register another acc to not let the admins ban me and him reason multi acc's

He just stated himself that his brother (or he) ban evaded by opening other account, what more proofs you want?

me and my brother having 2 acc only cause the other is acc got banned when joining the game so i was going to call another players no join that server i tell my friends on real to join that server because i love that server so if you didn't unban me i won't tell another friends to join that server

As far as I know, he has been unbanned.
